OBJECTIVE
Validate that a new user can be created using an email that's already taken by a user that's currently deactivated.
PRECONDITION
This test expects the following to be true
- You are able to login into qa.tulip.co as a sysadmin
- qa.tulip.co has at least one non-sysadmin user that's deactivated
