User Roles : 24 - Roles page is available even with the customUserRoles FF off
OBJECTIVE
Verify that the roles page is available to users even with 'customUserRoles' FF is off. 'usePermissionsService' still has to be on.
PRECONDITION
- Given user is logged in as "cypress+owner@tulip.co"
- And feature flag "usePermissionsService" is on but "customUserRoles" is off
- The testing instance had never created custom user roles before this test
