This test ensures that no Operator can be created without entering a name or with a Badge ID in use

This tests expects the following to be true

1. You are able to log into qa.tulip.co as a non sysadmin
2. You have access to the tulip 1pw account
3. You have basic understanding of tulip terminology
4. You are starting from https://qa.tulip.co/dashboards
5. At least one user with a badge ID already exists in the chosen Instance

If you are doing this QA not on qa.tulip.co you will need to have different credentials and change all base urls from https://qa.tulip.co/ to https://<your instance>.tulip.co/
