Single Install - Instance locking

OBJECTIVE

To ensure two or more operators cannot use player simultaneously on the same windows PC

PRECONDITION

Player supports single install feature (0.18.0 or above)
Factory instance supports single install feature (r192.1 or above)
Factory is using SAML/LDAP/Nymi based auth for operator login OR has "multiPlayerLoginAlways" feature flag enabled
Windows machine has two user account and has player installed on both accounts and the Player is already authenticated to factory
