User Management: 16 - Create a new user in multiple workspaces

OBJECTIVE

Verify that a new user can be created and given roles in multiple workspaces

PRECONDITION

You have access to an Instance with multiple workspaces (at least two)
The `multipleRolesWorkspacesPerUser` feature flag is enabled
User is logged in as a sysadmin or an Account Owner
User is on the 'Users' page of qa.tulip.co
