User Management: 19 - Give a user with workspace-bounded roles the Account Owner role

OBJECTIVE

Verify that a user can be assigned to the global role "Account Owner", whether they're in multiple workspaces or not.

PRECONDITION

The Instance has multiple workspaces
The `multipleRolesWorkspacesPerUser` feature flag is DISABLED
User is logged in as a sysadmin or an Account Owner
User is on the Users page of qa.tulip.co
A test user has been created following the steps in the QA-T1218
