OBJECTIVE
Verify that Account Owners have the ability to assign custom roles to users, both through user
creation and profile editing.
PRECONDITION
Given user has the "customUserRoles" feature flag enabled
And user has the "usePermissionsService" feature flag enabled
And user has the "multipleRolesWorkspacesPerUser" feature flag enabled
And user has the "newUserOnboarding" feature flag disabled
And user has the "usePermissionsService" feature flag enabled
