Verify that users can create Global and Workspace-Scoped API Tokens. Verify, that when the `workspaces` feature flag is enabled, global tokens are only visible under Account Settings and that workspace-scoped tokens are only visible under Workspace Settings. Verify, that when the `workspaces` feature flag is disabled, both global tokens and workspace-scoped tokens are visible on the settings page.
