To ensure the fallback datetime set mechanism works when NTP fails

Critical Criteria for Test (CCT)
- Date time is set when NTP fails
PRECONDITION
- You are SSHed into the IO Gateway
- IO Gateway Device is authenticated a tulip instance
- The tester has access to 1Password
- The Remote Access is set up and enabled for the IO Gateway Device
- The tester has the SSH keys set up on their own machine
- The tester is able to SSH into the Io Gateway Device with the "root" user
