Tests setting a static IP to a value different form the DHCP assigned IP.

critical criteria of test (CCT)

• able to set IP to manual
• IP can be saved
• step can be completed

This tests expects the following to be true

1. The tester is on the same network and know the IP of your Edge Device or they are on the Edge Device's local network accessing it via http://10.0.3.1/ 
2. The Edge Device they are testing has a password set up 
3. The tester is on on the network config page of the gateway setup
4. And QA-T37 (1.0) have been executed
