Group-Restricted LDAP : 04 - Admins should not be able to create Users

OBJECTIVE
When using LDAP Group-Restricted Mode, user records are created automatically when a user logs in for the first time, so there is no need to create users manually. In addition, we want the set of user records in Tulip (excluding sysadmins) to match the users who have logged in before. User creation should be disabled.
PRECONDITION
  • Site configured to use LDAP Group-Restricted Mode (currently qa-ldap-proxy.tulip.co)
